Okay, I’ll do this in points so it doesn’t look too cluttered.
1) The most inexpensive bird you’ll probably get is a budgie (in the US, referred to as common parakeet). However, chances are if you’re getting it for under $25, it’s from a large chain pet store or something that’s less reputable. Chain pet stores like Petsmart, Superpet, PetCo, etc. have poor reputations as entire chains of treating their animals incredibly poorly, often not quarantining, allowing spread of disease, denying vet care, inter-caging dangerously, feeding low-quality foods and these all tend to edge the bird so much closer to having a low quality of life or succumbing to tumors and fatty liver, or worse, diseases.
2) All birds make noise. Individually, you’ll have to judge for yourself how much “too much” noise is. Even budgies, tiny as they are, can scream or yell “ACK-ACK-ACK” and make angry dolphin noises. Especially when acclimating to new surroundings, they may squawk, or if they get bored, they may learn to squawk for attention (all birds can). Straying away from the prices, cockatiels and budgies are fairly well known for their softer chatter but like I said, all birds can, will, and do squawk when they want to and it can be a difficult behaviour to eliminate or lessen.
3) While you may be able to get a bird for less than $25, everything you need is going to hit the thousands very quickly. A DECENT cage is one at least twice the size of the bird when both wings are fully spanned, stainless steel or powder coated. Anything else risks the bird getting toxic poisoning from metals on the bars. Easily over $50. You’ll need multiple perches so the bird doesn’t cut its feet, get arthritis, or begin to favour one foot over the other because of aggravating pain from using the same textures and sizes under their feet for so long. One perch of natural texture can be anywhere from $5 to $50, and I can guarantee you that you’ll need more than one perch. One toy, since all birds need mental stimulation to avoid self mutilation, screaming, and other difficult behaviour, can be $2 (though these break very easily) to $70. Obviously again, you’ll need more than one so the bird doesn’t get bored of certain toys. Ideally, you’d have at least 10 to rotate in and out of the cage every week or so. You’ll need vet visits that cost more than the bird itself. A checkup alone is $70 to $80 at an avian vet, since an average cat/dog vet has NO idea how to handle birds properly. Medical emergencies can result in over a thousand dollars in bills. A high quality diet of pellets, seeds, and fresh foods can be $100 per year.
If you’re seriously considering a bird, put that cheque away and save up MANY of them. With $50, you’re not nearly prepared for a bird or the responsibilities associated with it financially. Besides, you shouldn’t really ask others what kind of bird you should get – you should be researching all sorts of birds that you find interesting for yourself. Even Google is an easy resource, and we can’t say what bird personality suits you. Only you can find the bird that YOU should get based on personality, behaviour, social needs, financial needs, noise level, etc. Explore some bird specializing pet stores, ask the staff, see the birds for yourself and make a researched, well-thought decision based on that.

You should be able to get two parakeets for 25 dollars. They aren’t very noisy but the do enjoy chattering. Just remember that a bird is just like any other pet. please don’t keep the bird caged up. Clip his wings and give him time outside of the cage to exercises and explore( always under supervision). Many people think that parakeets are stupid little birds and are not lovable pets like cats and dogs but that is very wrong. You just need the time and patience and you can establish a close bond with any bird.

all bird make noise. if you want a bird to be a pet get a parakeet. if you dont want a pet just to add to a room get 2 finches or canaries. for these birds you’ll need a cage, food, food and water dish, a swing, and a few toys.

A stuffed bird. Sorry but you will need a good cage and they alone are over 25 dollars. Add in food,toys,a vet visit(which all birds need) and extra food dishes then it is even more. Also no birds are always quiet. They have contact calls that many like to do before sun even comes up.

doves might be pretty quiet but you need two or they get really lonely.
canaries are loud but they sing beautifully
finches peep alot but they aren’t very loud
parakeets are too noisy, stay away from them.

There are NO quiet birds that I know of..on the noise scale, Finches are probably the lowest sound but they need to be in pairs, and then you will have to deal with egg laying. Getting all the supplies you need will cost a lot more than $50.00.

they all make noise. The only bird you’d be able to get for 25 dollars or less is a parakeet, but unless you already have a cage, perches, toys, etc, You’re not going to be able to get everything for 50 dollars. A good cage is going to cost you atleast 50 dollars (they shouldnt be put in tiny cages, they need room to fly around. And parakeets do make noise. I have one in a cage right next to me that is constantly chirping,singing, or squawking. Sometimes we play canary noises for him and that calms him down. He actually learned how to mimic the sounds and for a while he quit squawking, he’d just sing nicely. The only bird you’ll be able to get for 25 dollars, that DOESNT make any noise, is a stuffed one.

About the only bird you can get in that price range are parakeets, or finches.
You should be able to get a parakeet amd an inexpensive cage.
Of course you are going to need to buy seed, and mineral block, and a toy or two.
If you know a breeder; you might get a better deal.

PARAKEETs cost less than $25
Bird costs about $15 and u can get a cage at WalMart for $15.
No such thing as a quiet bird, but parakeets are the coolest! and don’t believe what people will try to tell you…
…Parakeets CAN talk! Ours does and so does one we bought for my mother.
