Just leave them alone. At that age they really can’t hurt each other. They will work things out for themselves.

I don’t think they are fighting. Young dogs play fight all the time. It may look rough but they are just having fun. If you think that this is a problem, keep the one that starts it on a leash. Keeping control of your dog teaches him who’s the boss. Let him know that you want him to sit and stay still. When he sees that it pleases you, he will mind you better. Good luck. I bet they are adorable.

Walk the dogs together. Allow them to smell each other. Always feed dogs separately, they like space and do not want others to invade in the food. (This can bring tension between dogs) Do NOT force dogs to like each other. Do not show one dog more affection then the other. Exercise them together, feed them together, and play with them together. If you think one dog may hurt the other give it time but keep them separated for a few days but allowing them to see each other in the same area as you are. Do discourage dominance within your pack. Never let one dominate over the other, they shall all feel as equal within the pack.

That’s just playing. They are practicing dominance. Do not discourage it unless it goes further than pinning each other down and nipping. If your dogs show dog aggression when they are older, you should discourage it starting when they are six months old.
